does any one know where to create then buy created lego mini figures
You can buy individual components at www.lego.com. Go to the “build a brick” section under shopping and you can order components one at a time (they are anywhere from 5 cents to $1 each) to create anyone you want. Or you can order minifigs at that site as well.
